December's Focusis now up on the Members' Area of the EIA's site - www.eia.org.uk (contact [log in to unmask] if you haven't got your user id and password yet).  This month we take a look at the knotty subject of the EU budget.  What's behind Mr Blair's European dash to do a deal?  Editor Eric Davies sheds some light on the financial complexities.
