To follow up on Paul's message, this does seem to be an unpublished decision on standard language to be used in trade agreements.  It is not included in the press release of May 25 but may well be in the Council's minutes.  1995 predates internet availability of documents in the Council's register. You can use the request form on the Council's web to ask for a copy. 
 
Alternatively, the student can look at the various trade agreements concluded by the EU in which he should find the standard language on human rights.  These can be located via the DG External Trade site:  http://europa.eu.int/comm/trade/issues/bilateral/index_en.htm. and in the Cotonou Agreement. http://europa.eu.int/comm/development/body/cotonou/pdf/agr01_en.pdf#zoom=100.
