I might be missing your point, but the IESR does support m2m (machine to 
machine) interfaces - just not UDDI.  It supports Z39.50, OAI-PMH, and an 
OpenURL Link-To Resolver. (I thought it also supported SRW, but can't see 
it listed in the documentation, so perhaps not).  Full(er) details at
