Hi Everyone

As a newcomer to the SHCG-list I am wondering if I might be able to call upon your expertise. 

We have recently taken in an item for identification, the item appears to be a whip ("Cat and nine tails").  The owner of the item inherited it from their grandfather and believes the item to have been taken from the WW1 Scappa Flow German Submarine.  Can anyone shed more light on this object for us?

I have appended a couple of digital images of the whip which has been engraved "ISTEINIEIN."
