It's likely to be a resource leak in KAPPA. Somehow a GRP identifier is not being freed at the end of an action. Given that stats only takes a single file and clearly works outside the pipeline. GRP uses a global fixed size array to store its information. The real test is to find a single ACTION which called repeatedly from the pipeline will eventually lead to this error message even if only one file is processed repeatedly.
