Without seeing more of the context, my guess would be that he is asking for an “unrestricted faculty or permission” to do something as often as it needs to be done.

Sorry, my late-night mistake.  It's 'facultatem liberam' and he's asking for that, and a 'licentiam tribunalis' from a Bishop.

“Liberam” doesn’t seem to go with “facultas”.  Can you supply more of the context?

I've come across the phrase 'facultas liberam' in a 13thC petition and would like to know if it's a standard one, and if so how one would translate it.  Niermeyer ducks out of translating 'liber', referring readers to various scholarly articles in German (which I can't follow well enough), but I'd be perticularly interested to know if it can mean 'free from sin' as well as 'free from restraint'.  The petitioner is asking for a number of different things, and 'free faculty' and 'free patrimony' are both possible translations in the context, so it would be most helpful to know if others have come across the phrase.
