CIVIC ENGAGEMENT AND DEVOLVED GOVERNANCE IN EUROPE

Doing
cross-national research on civic engagement and devolved governance in Europe is
becoming more important at the same time as it is becoming more complex due to
the emergence of debates about democratic renewal, new models of inclusive
governance and multi-level systems of governance at the local, regional,
sub-national, national and EU levels. This ESRC/Regional Studies
Association/CURDS funded Advanced Training Seminar seeks to provide advanced
methodological training for postgraduates working in this area.
Two developments
underpin this proposal. Firstly, European debates about renewing democracy have
focused upon the potential of engaging civil society in more participatory forms
of government and governance. In particular, devolution and ‘regionalisation’
across an enlarged EU have opened up the possibility of a ‘new politics’
fostered by civil society’s deeper contribution. Existing economic and social
partners, such as trade unions and business, as well as formerly marginal
voluntary and community sector organisations, such as womens’, youth and black
and minority ethnic groups, now face the challenge of effective participation.
This rapidly changing and evolving research agenda has yielded many theoretical
advances and empirical material but the cross-national dimensions of
methodological development and research strategy deserve a wider debate and
development.
Secondly, the
recent research methodology literature across the social sciences has been
marked by a growing pluralism (multi-methods), sophistication and emphasis upon
the available evidence base. The traditional qualitative/quantitative and
intensive/extensive divisions have been surpassed by new syntheses encompassing
a greater diversity and multiplicity of research methods and strategies, often
engaging with difficult and sensitive issues (e.g. the relationship between the
researcher and the researched, cross-national comparative analysis and
cross-disciplinary approaches).
