Hi Folks,

I was listening to this morning's "Talking Politics" (BBC Radio 4,
10:00-11:30), though only intermittently.

It features Sir Ian Blair, Metropolitan Police Commissioner.

The program is quite interesting, and it's possible to Listen Again
by pointing RealPlayer to the URL

One thing caught my ear, however. In response to the question

  "Are you happy with the ways in which crime is measured?"

his reply included the following statement:

  "I'm interested that the Home Office has now decided to go to
   an outside body -- some form of Statistical Appraisal organisation,
   I'm not quite sure what it is -- to see if we can find a way
   through ... "

What is this outside body? And in what way might it be an improvement
on the Home Office's own statistical department? Or on the ONS?
(And, come to that, how come Sir Ian's "not quite sure what it is"?)
