Very eminently, Frank Bidart, especially his earlier work.  See his early 
Collected, In the Western Night; the poem "Herbert White."

W. D. Snodgrass's book "The Fuhrer Bunker."  Though his purpose is more 
obviously moral, and the distance greater between the poet and his speakers 
(Hitler, Goebbels, the whole gang), these are marvelous and instructive 
poems.
