Harvard, of course, doesn't claim Harvard citation style; it probably would
be better if we all described this as an author-date system (pace,
BS5605:1990).  The most fully-described flavour of author-date citation
systems is that of the American Psychological Association (APA), which is
widely used in social sciences. The source for describing this is currently:

American Psychological Association. (2001). Publication manual of the
American Psychological Association (5th ed.). Washington, DC: American
Psychological Association.

I can appreciate the lack of desire to adopt an American standard, but I
think there would be considerable gains in clarity and ability to teach
correct referencing if there were few variants in play.  The current version
of EndNote has, I believe, about 1,300 different formats.
