You may have heard from colleagues off line in answer to your query, but I felt it may be useful to give this answer openly because I know how you feel. Whether from a health perspective we as OH professionals actually really do any good with pre-employment screening is a good point and the one piece of research worth reading is that undertaken by Stuart Whitaker:

Whitaker S, T C Aw (1995) Audit of pre-employment assessments by OH depts in the NHS. Journal of Occ Med 45:2 75-80

However, one of the main reasons as far as I can see is because of the risk of litigation. Start with looking at Reg 6 about health surveillance in Management of health and safety at work and then the DDA code of practice. Also, articles such as Murugiah, Thornbory, Harriss - Assessment of fitness in Occupational Health April 2002 and Davies W, Assessing fitness for work (ABC of Work related disorders ) BMJ Oct 12 1996

Help needed,
I am a currently doing my BSc Hons in Occupational Health.
As part of the degree i have to do a research proposal.
I am looking at Pre Employment screening.
I want to look at why do we do pre employment screening, is it necessary?
I am concentrating on Admin and Clerical workers!
I have found research articles on why Pre Employment screening should be carried out, but not much on why it is not necessary!
Has anyone done any research on this or know of any articles that have been published??
