Ian,
As far as I am aware there is no definitive regulation because in this particular instance there are obvious conflicts of interest between the needs of different disability groups.

Have a look at Chapter 12 of Library Services for Visually Impaired People: a manual of best practice ;Design and Adaptation of Libraries and Services by Dr. Gill Burrington at http://bpm.nlb-online.org which should help you.

Biddy Fisher is correct to advise that you need to allow for staff to assist users. That would be regarded as a reasonable adjustment within the spirit of the DDA because the needs of wheelchair bound users and visually impaired users are different in terms of the ideal shelf dimensions to meet their particular needs.

Does anybody have any idea where I could locate either rules and regulations
or the most current guidance about the location and spacing of shelving in
libraries to conform to the requirements of the Disability Act?
