Good afternoon all. At LKRS we are in the initial stages of
contemplating a charging structure for supplying our users for
inter-library loans/article acquisition. We are a library service for
several of our County's Primary Care Trusts and have historically
provided all loans/photocopies free-of-charge and keeping costs within
budget by limiting the number of loans we can supply from expensive
sources. Users have often offered to pay for such costs but we currently
have no way of transferring such payments to our budget.

I would be most grateful to hear the group's views on charging for the
above services and would be particularly interested in the experience of
similar institutions (i.e. Primary/Community Care libraries) who do
charge. I'd be interested to hear:

* What you charge for and how much (do you only charge for resources
that cost money to acquire, a flat rate for any request, or incremental
charges depending on source?)

* How such charges are incorporated into your budget for spending

* How you retrieve the money (i.e. does the user have to pay up-front,
do you receive payment at a later date, what forms of payment you
accept, and how do people get it to you if they don't visit the library
in person).

If there are any other issues you feel we should consider then I'd
welcome any suggestions.
