For Apel :

Warning is when the Accounting archiver, which is running at RAL, is 
down. If it is down, there is no point in trying to check if there is 
data concerning your site stored in this archiver. So there is a Warning.

But you also have an error : it can be
- because you did not publish accounting data recently enough (cron down ?)
- because you did not publish accounting data at all, which seems to be 
the case, as seen here :

In your case, this is because you have condor, which is not (yet ?) 
supported by apel.
But you can find how to publish accounting data on the GOC accounting 
website :
