Hi Ian,

We had the same problem installing a CE under SL 3.0.4. Installing the 
packages
perl-TermReadKey
perl-Time-HiRes
perl-DBI
perl-CGI
tclx

from the base OS distribution solved the problem. The OS installer and 
kickstart took care to install the packages they depend on.
