Oh OK thanks Steve I understand now.  Yes, I already knew that if
experiments are controlling their own RB with their own BDII then they
can shut off sites 'at will' -- at least for those users who submit
thru official experiment channels.   OK with me, VOs can exclude
resources at their own leisure!

It's not really different than the current situation though.  In the
future they don't publish the ATLAS-GOOD tag for NIKHEF; at the moment
they just yank NIKHEF out of their own private BDII.
