The problem you want to solve is getting ETT times for VOs by using different queues for VOs. The flexible solutions is allowing you to chose what ever queue structure you like. This has always been the case until now. So the new info provider introduced a new problem that was never there before so this request for a bug fix has nothing to do with ETT.
