Post Title: Duration: Up to one year Location: London Rate: £20 per hour Team: Health & Environment Purpose of the Job: 1. Oversee the operation and promote the use of GIS in EH(EP) in line with the council's corporate GIS strategy. 2. To develop, maintain and support customised GIS applications within the EH(EP) department. 3. To create, manage and maintain all EH(EP) geographic information according to the standards defined by the Corporate GIS strategy. 4. To provide GIS user support and expert advice and information regarding GIS and its application. 5. To develop and implement the GIS component of the various environmental strategies. Technical Expertise: (*MOST IMPORTANT*)  Absolute proficiency in the use of ArcView GIS 3.x and ArcGIS 9.0, including the Spatial Analyst extension and the Geostatistical Analyst extension, for spatial analysis and geoprocessing.  Proficient in designing high quality maps ranging from A4 to A0 size using ArcMap 8.3 or 9.0.  At least 2 years of Visual Basic or VBA programming experience. Avenue desired (Note: Avenue experience cannot serve as a substitute for Visual Basic experience).  Must have a thorough understanding of the ArcObject Model and demonstrated ability to produce and maintain customised ArcGIS applications using VBA/ArcObjects scripting.  Experience working with relational databases such as MS Access, and ADO data connections.  Prior hands-on experience uploading and editing data in ArcSDE 8.3 using ArcEditor.  Extensive knowledge of Microsoft Office 97, 2000 or 2003 (Excel, Word, Access, Powerpoint).  Good knowledge of GIS server applications such as ArcIMS (4.01) and ArcSDE 8.3.  Knowledge of the Data Protection Act, Ordnance Survey licensing policy and software and data licence procedures. Main Duties and Responsibilities: 1. Manage the GIS component of projects undertaken within the Environmental Health department and participate in joint projects with other departments and external agencies. 2. Responsible for updating procedures and guidelines within the Environmental Health department in line with software upgrades and advancements. 3. To co-ordinate the development of user friendly innovative GIS applications for improving service delivery and decision making in EH(EP) using ArcGIS. 4. To supervise temporary GIS staff, as required, when undertaking project specific work. 5. To conduct research, analyse data, interpret results and prepare written reports, presentations, procedure manuals and guidance notes for GIS applications and Council Strategies. 6. Oversee and undertake the capturing, collation, formatting and maintenance of EH(EP) geographic information including public register information on the GIS and related databases. 7. Provide assistance and technical advice on GIS mapping matters as well as identify GIS needs/improvements and recommend construction and implementation of GIS tools to Environmental Health, as well as other departments within the Council. 8. Provide specialist advice on issues relating to the work of the section in accordance with the latest professional developments, where appropriate assuming and exercising delegated statutory authority. 9. Provide technical support and training for ArcView, ArcGIS and ArcIMS internet GIS. 10. Be responsible for spatial analysis of monitored environmental data to support the development and effective monitoring of the Air quality action plan. 11. Consult with department head regarding GIS needs and coordinate priorities for scheduling of GIS project tasks. 12. Promote the work and service of the Directorate and Section liasing with other services within the Council, external bodies and statutory authorities including the provision of information, advice, guidance and assistance to residents of the Borough and businesses. 13. Participate in the coordination of responses on multi-disciplinary issues where the public are at risk and where liaison with and action from other organisations and Council departments is necessary. Job Activities: 1. Provide support to the Health and Environment Team, commensurate with grade and title. 2. Work closely with Contaminated Land officers to implement Contaminated Land Strategy. 3. Work with Corporate GIS to ensure implementation of the Corporate GIS strategy. 4. Collate, format and release data to external agencies working for or on behalf of the Council. 5. Provide technical advice and guidance on GIS and mapping matters and prepare correspondence and reports on GIS and mapping issues and other issues related to the work of the team. 6. To research, collate and analyse information using GIS and database applications. 7. Represent the department, on liaison and multi-disciplinary working groups both within and outside the Council. Attend monthly GIS user group meetings. 8. Respond to requests for advice on the legislative and technical aspects of GIS and mapping matters and research and respond to any inquiry accordingly. 9. To keep abreast of professional developments, legislative changes and best practices in GIS related issues, attending continuing professional development courses as appropriate and applying updated knowledge to present duties. 10. Promote the use and benefits of geographic information within the Department. 11. Prepare procedures and guidance notes based on the Council’s Geographic Information Framework. 12. Provide GIS user support the Environmental Protection section, and train staff within the department when required and as directed in the use of GIS procedures and products. 13. Ensure that all duties and responsibilities are performed in accordance with all Council policies and procedures including Financial Regulations, Standing Orders, Personnel Policies and Procedures, Health and Safety Policy etc. 14. Oversee and take part in the creation, maintenance and quality control of spatial data on the council's enterprise data server (ArcSDE 8.3 based), along with complete metadata. 15. Participate in field reconnaissance work to ground truth GIS data for ongoing projects. 16. To research and carry out statistical spatial analysis of environmental data. 17. To supervise temporary GIS staff, as required, as part of specific project implementation. PERSON SPECIFICATION Aptitude/Skills:  Good communication and written skills, with the ability to communicate in a non-technical manner.  Good organisational skills and ability to prioritise tasks and work to tight deadlines.  Ability to work independently as well as part of a team.  Ability to liase and work in partnership with a wide range of organisations, agencies and individuals; including the GLA, voluntary sector, and Council Officers.  Ability to coordinate and manage GIS projects activities and initiatives.  Ability to undertake GIS training of staff within the department.  Ability to devise and maintain data management systems relating to GIS based on borough standards and as used by officers within the department.  Ability to analyse information available in different formats, to identify the crucial elements that are relevant and to be able to report on these to senior managers.  Background in environmental science, modelling methods and statistical analysis  Knowledge of research methods and techniques to analyse spatial and statistical data.  Knowledge of database structures and maintenance procedures.  Ability to prepare maps that communicate effectively.  Ability to create applications and database using GIS related application programming languages. Work Experience:  Experience of using ESRI GIS to capture, maintain and analyse geographic information.  Experience of using and creating database applications to format, extract and manipulate data.  Experience of presenting and analysing complex data and information, with particular attention to accuracy and detail.  Experience of working under pressure and meeting target/deadline.  An Environmental Science and/or Environmental Modelling background is preferred.  At least 3 years professional GIS experience, of which 1 year in a management / co-ordinating role.  Demonstrated experience in developing, implementing and managing GIS projects.  Experience with geospatial analytical, statistical analysis and data modelling techniques.
