I asked an colleague from Italy and here is her answer:
 
"I personally don't know. Probably they can find information at the Italian Consulate here in London. They can be contacted by phone but I'm afraid I don't know the number. There is also an Italian Catholic Association in Farringdon called ACLI - they usually provide pro-bono advice and services to Italians resident here. Ditto for contact details, but both can be easily retrieved from the internet."

Do any of you know whether the Italian Government provides funding for Italian nationals studying in the UK.  I have a student who has only been in the UK for a few months and so would not be eligible for the DSA.  If so how do you apply.
