Google will produce a lot hits under onchocerciasis for more detail, but you're dealing with a form of visual impairment that would benefit from the kind of equipment generally available to students under the DSA (e.g., ZoomText Xtra speech/magnification). I guess there maybe problems with funding, otherwise the answer would be to organise a formal assessment.
