Google will produce a lot hits under onchocerciasis for more detail, but you're dealing with a form of visual impairment that would benefit from the kind of equipment generally available to students under the DSA (e.g., ZoomText Xtra speech/magnification). I guess there maybe problems with funding, otherwise the answer would be to organise a formal assessment.

There’s lots of information if you Google. The ‘river’ symptoms relate to perceived movement of text where it can appear as if the text is separated by ‘rivers’ of white background or bunched text.
