I was under the impression that ERO can only give a copy to council Tax Department (being one of the legitimate uses as well as Experian etc).  I am sure someone will correct me if I am wrong.  ERO are technically another authority - at least they are up in Scotland so are not obliged to provide every Department with a copy.  It must be used for a legitimate purpose and thus why Council Tax qualifies for a copy.
