Powell's remarkable Peeping Tom (1959) - way ahead of its time and a
masterful essay on the sinister implications of filming / watching and being

I'd echo the reference to "The Conversation", because it's all about the
nature and consequences of surveillance, and add "The Anderson Tapes"
starring Sean Connery, which is the mother of all CCTV films, and either
"Blow-Up" from the 1960s, or the remake "Blow Out" from the 1980s.
