I believe that they go by name and date and place of birth. However, since my name is "Tony Smith" I suspect that there may be more than one person with the same name and date and place of birth.

Well, I've been CRB'd twice in the last 12 months, and neither
organisation asked me anything about previous addresses.

Where would this data have come from? Once again, neither organisation
asked me for things like NI number, or other identifiers, that might
permit them [physically, rather than lawfully - I'm unclear what they
are allowed to do] to ask agencies such as DVLC or IR where they think
I've previously lived.
