As you state the fine for the DPA offence could be a lesser penalty.  Given
that the solicitor apparently did not maintain an adequate level of
knowledge to act correctly in the administration of the practice, I suppose
things may be more serious.  Keeping up to date is clearly a necessary
requirement in many fields.
