If it is unstructured information and relates to appointments (or other personnel matters), the amendment to the DPA (DPA 33A(2)) by S70(1) of FOIA seems to indicate that it is exempt from the right of access.

Yes and unstructured notes if you're a public authority.  So all those
"private" notes you make on your own notepad about an interviewee are
potentially disclosable as well, so make sure you file them with the
other papers and keep them in accordance with your published retention
times - especially the unsuccessful candidates!
