If you want to put an answer on the website concerned, I would suggest you write something along the lines of:

The Social Security Administration (Fraud) Act 1997 gives Local Authorities powers to obtain information from various sources, but not however, from schools, universities or colleges of further/higher education.  

Local Authorities do have the power to request information from educational establishments but under the 2001 Social Security Administration (Fraud) Act.  Under the 2001 Act an authorised officer must make the request in writing and must provide his certificate of authorisation with the request.

How do colleagues handle requests from local Authorities who say they
are investigating Housing and Council Tax Benefit fraud who ask for
details of a student's status as a full or part time student and the
terms dates quoting the Social Security Administration Act (Fraud) 1997
and the Social Security Administration 1992.
