A different viewpoint.

The data protection act would not be able to stop the type of scenario
described.
Principle 1, 2 and 3 would of course be crux issues, but together with other
legislative changes, it could well be used promote the situation described,
as could the systems in the USA.

Given a basis or not, with the results of all the surveillance and joined up
system thinking which is currently in place in the UK, and which, IMHO, are
currently being shown to be worthless, pressures for wider data
collection/analysis/sharing are bound to continue, come what may. (Opinion
formulated from an impression caused by the demand/need for a proposed
detention without trial based on decisions made by politicians - Although
equally the proposals could merely be a political process to generate
pressure for various needs)
