You may be interested to know, if you didn't already, that the ICO made credit card companies, mail-order companies etc change the design of their envelopes so that they could have either the company identity or the word "Statement" (but not both) on the outside - hence all those envelopes saying "This is not a circular". They also took issue with the point identified by Carl - in some cases the account number was visible - and made them redesign the layout of the contents as well - so the answer is yes it is a breach and yes you should have a go at them.
