Of the councils where I have contacts, less than 50 per cent currently 
publish applications on the WWW.  Of the ones that do, not all of them include the 
applicant's name but they publish full details of the agent.  In most cases the 
agents are asked if they want their details made available and the majority 
want the publicity.

Of all the councils that I know of that publish full details on the web, all 
but one asks for the consent of the applicant.  I do not know of a single 
authority that publishes names and addresses of objectors.

I presume the decision to publish on the web is one made at a fairly senior 
level withing the planning department or in the council cabinet/committee.  It 
may come down to the sympathies of the DPO or the planning officer.
