The whole of the definition includes data "likely to come into your possession" such as the new data controller asking you if a person used to live at a certain address. It is probable that the query will include other identifying data to ensure you get the right record. Otherwise every request would be answered with "we cannot process this enquiry as we are unable to identify the individual named", without even bothering to try.
