From that document I have culled this; "Arguably you could contact that
person by email with a low-key message to ask them whether they are happy to
hear from you by email in the future."

So, the UKIC says you may ask by email that someone opts in to receive
emails.  This is not consistent with the rest of the EEA and is also not
self consistent.  The request to someone for their permission to email them
is, prima facie, UCE.  The only exception is if it comes during a
conversation where a mailing list "may be of interest".

I disagree most strongly with this UKIC view.  And all I can say is "Advice
from the UKIC is not of itself defence in law"
