I think this is a problem for the marriage bureau chap. He is taking on the
burden of becoming the data controller for his business purposes. It's
therefore up to him to demonstrate fair processing and compliance with the
subject information provisions. After notifying the Information
Commissioner and being registered of course.
You might consider reporting the chap to the Information Commissioner for
non-compliance with the first principle (processing not being fair) for
enforcement action and, if the purpose is not registered, also report him
for the criminal offence in Section 20 of the Act.
