Ian is right about the effect of technology and "problematic" controls.
Problems often arise out of lack of training and/or non-It staff thinking
they know enough about products like MS Office to use them properly. Other
than a combination of educarion and big stick there is, perhaps, little we
can do - but we have to do it.
