There might be an argument that there is a public interest in knowing that
those who hold certain specialist jobs are appropriately qualified, for
example, specialists in child protection or environmental health. The good
people of Wigan may even have a right to be reassured that their money is
well spent on my salary. It might be legitimate for the Council to confirm
that I have a relevant post-grad qualification, or that I have relevant
experience, or even that I have done the job before somewhere else. None of
these things seem like an invasion of my privacy because they would relate
to my working life, and given that I probably get paid more than the average
person in the street, I don't think that questions about my suitability
would be entirely invalid. I think the higher up the food-chain you get, the
more valid these questions might be.

However, my CV says what A-level grades I got, what my degree classification
is, and even my interests and (I think) marital status. Even without my name
on it, it wouldn't take long to use my depersonalised CV to find out a
considerable amount about me which wouldn't reflect on my competence to do
my job. Therefore, I wouldn't disclose a CV or the full contents of an
application form.
