Two recent articles in the New York Times discuss what is involved in tsunami warnings, and what happened in this particular case.  The second article, which is quite long, states how a couple of Australian scientists had been arguing for a warning system in the Indian Ocean but met with inertia by the international scientific community.

The article also states that scientists in Japan--a lot closer to the action, and intimately familiar with tsunami (it's their word, after all)--recorded the earthquake but took no discernable action to warn anyone about tsunami danger.
