We would (Salford city council) only ask for any form of investigation
if contamination is suspected no matter what the end use.

However, the decision to ask for an SI or not would not solely be made
on the sites historical use but also other factors, especially when a
sensitive end use is proposed i.e. a playing field left vacant for many
years in an urban area - may have the potential for UXO (unexploded
ordnance) or public open space in particularly industrial areas may have
had the potential for waste disposal even if desk studies have not
indicated this etc etc etc

Although, generally, speaking if contamination was not expected for one
reason or another than an SI would not be requested. With regards (in my
opinion) to gathering information for inspection strategies, this should
not be a cost that we should pass onto developers. I tend to take the
view, that we must consider what is reasonable and if we have no reason
to believe an SI is required then we shouldn't be asking for one just to
add data to NLUD databases and to help us with inspection strategies.

The point I was trying to make was:

If there is a sensitive end use but no reason to believe the land is
contaminated (prior to any investigation) we do not ask the developer to

anything. Surely we should? Do you?
