According to the Bautz _Biographisch-Bibliographisches Kirchenlexikon_ (BBKL), s.v. "Fulbert, Bischof von Chartres", F. was born either in Italy or in France and probably in Aquitania or in the diocese of Laudun (Laon).  See:

And even the old _Catholic Encyclopedia_ casts doubt on F.'s supposed Italian birth:
"Mabillon and others think that he was born in Italy, probably at Rome; but Pfister, his latest biographer, designates as his birthplace the Diocese of Laudun in the present department of Gard in France."  See:

Has the status quaestionis changed in a way that warrants a categorical declaration that F. was born in Italy?  Or was Fulbert Italian in some other way (e.g., of Italian parentage)?
