The title itself suggests confusion about authority and responsibility. All those with a stake in the public library service, the government and its agencies, independent critics, local authorities, librarians and the public themselves, need to not only address and answer the question, Who's in Charge? but decide who it is that can deal with the other major questions raised by this report, and in a sensible time frame.
