The EU is currently creating a regulatory system for chemicals unlike any other system in the world. Although the new EU chemicals regulation has received considerable attention in the press, many companies around the world are still unaware how it will affect them. This special issue of ŒGreener Management International Œ responds to the new EU chemicals regulation by examining the tools and methodologies necessary for effective and efficient chemical risk management. It includes examples of success stories in chemical management as well as looking at smarter ways of assessing chemicals within the supply chain and, more broadly, in terms of their whole life-cycle.

Although the level of information needed for chemical risk management varies considerably, solutions often lie at one of two extremes: the factory floor or the international forum. It follows that the success of any action depends on understanding top-down and bottom-up approaches, and how one can trigger the other. In this respect it is important to consider when regulatory action is necessary and how voluntary initiatives by companies can be further developed. Under the new EU chemicals regulation, it was originally estimated that some 30,000 chemical substances will need to be progressed through a EU system for the Registration, Evaluation and Authorisation of Chemicals (REACH), but unless smarter assessment tools and methodologies are adopted this figure looks set to double if not triple. Similarly, the new regulation requires careful refinement to ensure that its implementation does not overstretch the resources of stakeholders worldwide to successfully manage chemical risks.
