For what it's worth - from control panel - when I click the 'no' option next to
"Always show this announcement on the course's main page." I think what happens is what you want! It is a bit eccentric though - I find I have to 'remind' Bb about an announcement every now and then - perhaps that's just our setup.

When our systems people post 'Permanent' announcements to all users, those appear at the top of any list of announcements that people encounter within their own courses. Does Blackboard offer any controls to customise this - say, when the user is working within a course, to place permanent announcements below course ones?
