Ray, the RSS convention is that the proposer and seconder opens with a sentence or two congratulating the speaker on his/her magnificant paper and then very politely but equally critically takes it apart. Len Cook may have been less polite than the RSS traditioan and have strayed from the main task, but criticism of the speaker is the tradition.
