I agree that this is one primary tool, it works as a key element in the
genocide you describe...however Identity construction concerning 'others'
is a partner tool with - identity construction concerning 'self'
...artefacts of 'self' that drive the will (the colonial entitlement) to
dominate. If there is a primary tool of colonialism it is the
self-construction as a superior (more moral rational etc. etc. )agency
which the construction of others as less serves & supports....however these
tools in my mind are relational not hierarchical they pattern their
social-relations in various ways.

This is evident in the understanding that the dominant needs its
attributions concerning others as lesser artefacts to generate its own
self-identity as superior...such an artefact of self  is then employed to
convince its own population to adopt a specific version of themselves so
that they will then "justifiably" enact dominance and brutalize "lesser and
unworthy" others.
