1. If HR don't want you involved in the management of these cases, they should have simply done the referrals themselves - they have the authority to do so. It sounds like they want you to legitimize actions for which they don't want to take responsibility. 
2. HR are wasting their money on Dr X - they don't need an Occ Psych to tell them why the staff are stressed. (For now, I'm disregarding the distinct possibility that they are simply using the claim of sickness to circumvent the suspension of pay). There is a clear chronological and presumptive causal relationship between the management actions and the alleged "stress". 
3. If it is normal procedure, presumably this situation has arisen regularly in the past and there is a dated document to this effect that they can show you. No doubt, they can also indicate previous cases where this 'normal procedure' has been used to good effect in resolving problems.
