I agree with your recommendation of HSG38. The HSE DSE L26 recommends the Chartered Institute of Building Services Engineers book Lighting Guide: The visual environment for display screen use LG03 - however it costs £42.00 but you can download free the update for nothing - I attach it here and hope you enjoy the read!!!! You could go to their website www.cibse.org The whole business of lighting levels is a lot more than just what the bulb emits and what type of screen you have. Decor, natural light, seasons, cleanliness of fittings, type of fittings, position of desks and furniture, size of rooms - so much affects lighting levels.............. Lux levels are not the only factor to take into account and I reinforce the risk assessment aspect taking all things into account.
