If they are exposed to fumes of colophony (rosin) based solder then yes, HSurv is required. However a last resort. Substitution with other types of solder should be considered (often, though not always possible) & ventilation protection (soldering irons fitted with tip-mounted suction devices are most effective. ) I think there is info on the HSE website If Hsurv is requires, then it as for other respiratory sensitisers: questionnaire survey on symptoms of asthma, backed up with lung function tests if necessary.
