Isn't waterproof just that, whereas resistant only stays dry for a short period of time ie a short shower of rain. From personal experience nothing except Gore-tex is waterproof. Anything else that says it is generally isn't, and for walking jackets anything under £120 won't be waterproof. Like everything else, you get what you pay for.
