I would suggest you contact the Chemical Hazards and Poisons Division of the Health Protection Agency. They are based in Cardiff and used the be the National Focus for Chemical Incidents before the HPA was formed. They have been doing a massive amount of work on emergency response to chemical (and other) incidents since 9/11 and the anthrax scares and should be able to help.
