Suggest you get an environmental company in to see if they can trap any "bugs" & decide best way to treat them. 

In an organisation where I used to work there was often nothing found but static build up especially in offices where computers & modern carpets etc often results in rashes similar to those described. This can be sorted out by facilities management companies.
