paraphrasing Giuliana - she asked if records had to be transferred to a
physician or could they be transferred to  the care and custody of a nurse

SeeDiana  Kloss Ocupational Health Law, 3rd edition, page 57

"control should be handed over to the new doctor or nurse"

also the FOM recommends that

" before agreeing to the transfer of clinical records, the outgoing provider
should be satisfied that the new contractors are professionally competent
and have arrangements to store and safeguard the records appropriately"

Based on the above I cannot see why this professionally competent person
should not be a nurse.
