You could try contacting Loughborough University. They have done a lot of work in driver ergonomics etc. Some of it is on the web. Sorry, don't have the link to hand

It is important to be aware that a 'head rest' is not in fact somewhere to rest your head/or for support - it is there to stop someone getting whip lash in the event of an accident - called a 'head restraint'  However, these should be adjustable to fit all, does your chap drive a really old car?  I was under the impression that all new cars had singing and dancing ones.

in the latest edition of EZ-1 ergonomics. This edition also deals with
making reasonable adjustments for drivers with disabling conditions and the
importance of driving assessments. The edition also gives a full listing of
disability organisations who might also be able to offer you help. A full
supplier list will feature in the September issue.

For chair seats try Recaro as they provide ergonomic seating and may be able
to make a spefiic chair for you. To fund it you can always ask Access to
Work to make a financial contribution.
